Ars Gouda is located in the 3rd Level "Dairy Plant
I think this pickup will either be marked with an arrow on your screen that tells you the direction.
Once you find it there will be some enemies that surround it, depending on your upgrades running through could kill you easily so just damage them with garlic if possible and then make your way through and pick it up.
Its icon is a gold book.

This relic is one of two found in Stage 3. Start up the stage and simply follow the arrow on screen all the way to the relic. Grab it quickly, because very strong enemies will spawn around it and kill you very quickly.
