Once you unlock the 2nd level that is Library, walk towards the green arrow on the screen to the left. It takes some time but it leads you to the tome.
Library is unlocked by reaching level 20 in the first level.

I'd recommend just going for it and levelling up as little as possible. Makes the enemies way more manageable.

This relic is found in Stage 2. Start up the stage and simply follow the arrow on screen all the way to the relic. Grab it quickly, because very strong enemies will spawn around it and kill you very quickly.
