Evolving weapons happen by combining a max level weapon with any level of a specific secondary support item. Once you have both of those items you must then kill an Elite enemy and open the chest that it drops. The combinations for the Runetracer is the following:

Max level Runetracer + Armor. As with all evolution achievements, get both items to the required levels, then open a chest after the 10min mark. The achievement won't unlock until the end of the run, but so long as you get the evolution, the achievement is yours.
