Mortaccio is unlocked after defeating 3000 skeletons, and can then be purchased for 500 gold from the character menu. Once unlocked you need to reach level 80 with this character. Unlike other similar achievements the description does not state that it is necessary to have the Randomazzo unlocked, however I waited until I had the Arcana unlocked so that I was able to make builds that regularly got into the 100 plus range by the end of the 30 minutes. His weapon, the Bone, cannot be evolved.

As an example - With Mad Groove from the Arcanas all passive items on the map are brought to where you start, and then brought to your current location every 2 minutes.. Using the Mad Forest map as an example, I usually use the upgrades from leveling to choose anything that isn't already available on the map, this way you can choose 6 weapons and 6 passive items, and then pick up the map items to have more than 6 passive. When choosing weapons make sure to get the Clock Lancet and Laurel so you can use the Metaglio Left and Right, and the Silver and Gold Rings available on the map to upgrade them. I usually wait until I have gained a lot of strength before picking these up as they spawn powerful Atlantean enemies. This set up has allowed me to regularly get to the 30 minute mark, and with the fully upgraded Clock Lancet and Laurel you can also kill death. Hope this helps!
