Evolving weapons happen by combining a max level weapon with any level of a specific secondary support item. Once you have both of those items you must then kill an Elite enemy and open the chest that it drops. The combinations for the Lightning Ring is the following:

Thunder Loop – Lightning Ring + Duplicator
Lightning Ring is unlocked by defeating 5,000 enemies and the Duplicator is unlocked by getting the Magic Wand to Level 7.If you're interested in seeing what the combo is for the other weapons they are listed below in the spoiler tag :)

Glitched for me as played over 18hrs and killed a lot more than 5000 enemies but game won't unlock the character who has the ring.

Level The Lightning Ring To Max, Then If You Have Been In The Level For More Than 10 Minutes -
The Next Chest You Open Will Evolve A Weapon That Is Eligible.
Eligible Weapons - A Weapon That Has Achieved Max Level, And It's Counterpart (Or Support Item) Is Also Equipped.
The Achievement Pops After The End Of The Run.
Good Luck!
