The Santa Javelin is an item initially specific to the Laborratory map.
Load up the map Laborratory, See here how to unlock:
Then run along the top of the map entering the Labs and activating the levers to spawn items. You will eventually get the Santa Javelin.
The achievement should unlock when you end the level.

The Santa Javelin is a weapon drop found on the Laborratory map. To get it, along the top of the map are automatic glass doors that lead into rooms with lever(s). Flip the lever(s) by touching them and an item will spawn. You should get the Javelin relatively easily. Once you have it, level it to level 7 like usual.
