The Santa Javelin is an item initially specific to the Laborratory map.
Load up the map Laborratory, See here how to unlock: Then run along the top of the map entering the Labs and activating the levers to spawn items. You will eventually get the Santa Javelin.
Then you need to level the Santa Javelin to 7 and have a Clover at level 5 in your inventory when you open a chest, this will cause it to evolve.
The achievement should unlock once you end the level.
*As Dale Baldwin pointed out: You can use Santa to start with the Javelin and make this easier.

You can also unlock Santa (survive 20 mins in Laborratory, then pay the cost), as he starts with the weapon.
I spawned the Arma Dio instead of the Santa Javelin with the levers, and once I did that the lever stopped spawning items, so buying Santa for the next run made the most sense.

The Santa Javelin evolves with a Level 5 Clover. Simply play as Sigma and reroll until you get the Clover, then max out the Javelin and the Clover, open a chest, and you'll evolve it.
