Rats generally found around safehouses in the game, however, after finishing up at the Bar in Chapter One, interacting with the body on the boat and warping across the river, you will make your way through two warehouses. Afterward, you'll come across a safe room with rats outside it so eat the 3 rats here then warp into the saferoom.
