On the 'Leave a Light On - Docks' level (5), you'll encounter two sleeping sub captains, they're each in a little hut at opposite ends of the map. Don't worry, you will encounter almost as part of the level progression anyway. Kill both of them and this pops up after doing just that.

And don't worry if they don't react. (They're sleeping ;p) Just be sure you see blood or their bodies jump and the second guy you kill will unlock the achievement. I got up close and personal with a knife to be sure. ;p
