In the first level you are "forced" to use morphine as an introduction to it's use.
This achievement is fairly easily done on the second level however. There are no guards that you "need" morphine to defeat.
Anywhere there are two guards, wait for them to separate or lure them to you with a whistle and kill silently.

You can use cheat codes. Plug in a USB keyboard to the 360 and type them in during gameplay. Achievements are not disabled when using the following codes.
Complete Current Level - Hold Left SHIFT + L, then press END
Yep, that's right. Start a level, use the code, finish the level. If you have morphine, you can then quick-end the level and the achievement will pop. Yes, it's cheap... but there you go.
You can also use the God Mode cheat code: Hold Left SHIFT + Right SHIFT + P, then press G.

Note, on level 2, you can pick up morphine on the bookcase in the first room you enter. From where you start, push the box out of the way, pick up the morphine, then do the Shift+L+End trick, and achievement unlocked. Use your flashlight if you can't find the doorway with the box. (Left bumper for flashlight, I believe.)

This will be easiest on normal unless you're really sneaky. Once you have your morphine meter filled and ready to use just make your way though a level without activating it. The easiest level to do this will be misson 3 as once you obtain the SS uniform you can make your way though the level without getting caught.
