You'll come across this on mission 9: The Third Man - Prison
When you're in the prison commanders office, approach the picture on the wall next to the door you came in by, on your right as you go in, near the end of the dining table.
Walk up to this painting to get a “Use” prompt on the screen. Do so and the painting will slide to the side, revealing a lever on the wall behind it. Activate the lever and a bookshelf behind the desk that had the Shiny Key on it will open to reveal a ladder. Take the ladder down, crouch and creep around the hallway down here until you reach a small room.
This room contains the prison commander, which his back to you. Kill him however you please to receive the Killjoy achievement.
On the table right next to the commanders body you’ll find the Diplomatic Corps Dagger. This collectible is a secret collectible, so it also earns you this achivement.

You will get this achievement while collecting the killjoy achievement as they are in the same room. Even if you don't know about the killjoy achievement you will still get it as you need to kill the guard in the hidden room to collect this item. See Killjoy for further information.
