You can get this near the middle of the dungeon "Weeping Halls". These guys are also one of the challenges for this dungeon, and a secret chest is also nearby. The cursor is where you want to go to. Just let the skeletons get close, and you will automatically start dancing.

Dancing Skeletons are easily differentiated from other Skeletons as they, well, dance. There are similarities in their dance moves to that featured in the Gangnam Style music video.
In order to join them in their jig, simply get hit by one and the achievement will unlock.

Mahtan, Tinuvil
On some levels you fill find skeletons that are dancing instead of attacking. They will make you dance as well, instead of firing at you. Once you "do the polka" with them, the achievement is yours. You will most likely get this without even trying.
