Elite challenges aren't available until you beat the final boss. After that, every area has 5 elite challenges. You can access them by going to the challenge screen and pressing 
to switch between normal and elite challenges.
Despite being "elite" a lot of them aren't too tough, especially in the beginning areas. If you're cleaning up normal challenges after you beat the final boss you'll probably get this on accident.
