This guy is in the Cemetery Grounds. From the Onion Quarter entrance (top of map, you have to go here for the story) go straight west, to the northwest corner of the map. You'll find a boss called The Porter here, kill him. GebaN will then spawn, kill him and then you can buy from him. Buy an item to get this achievement.
He sells a Pumpkin Hammer, which will unlock the achievement for having a legendary item. You should have plenty of legendary items by the time you get the other achievements in the game, though.

GebaN the Broker is a champion wraith. Once beaten, you can speak to him and he opens up shop. Simply buy or sell anything for the achievement. (He's always carrying a legendary weapon, which you'll need for another achievement.)
He can be found in the northwest corner of Cemetery Grounds (follow the wall up from Mausoleum of Bones, he's on an elevated platform with some sentinels), and in the northern area of the Merchant Quarter, just outside of the exit from The Cessways.

The first time you get a chance at this is at the Cemetery Grounds. You will have to defeat GebaN so you can trade with him. He is located left of the gate to the Onion Quarter. He is also at the "Bottomless Pit" if you miss him the first time.
