Keep grinding the game and scout materials to improve your shelter, this will take more time than anything else, but to get to a level 7 shelter, you will have to improve around 40 safe house upgrades. There's about 100 total.

You'll need 25 improvements to your shelter to reach Shelter VII.
It won't take too long. A lot of the improvements start out at 10 seconds, then 1 minute, 5 minutes, 10 minutes, 20 minutes, etc. Some are longer than an hour or 6 hours. Go for the quick ones first. You'll need things like fertilizer, nails, wire, chemicals, metal parts, etc.
