You can use Akira to defeat even the highest ranked players just by spamming Y,Y move or going back far from your opponent and when they come to you use forward, forward , B, B move (double jumping kick which opponents don't usually block and keep repeating it) By doing this method I was able to defeat even Conquerors when I was 10th or 9th kyu. And also like Button Masher mentioned star will appear when you defeated this perticular opponent so look for opponents that don't have star next to their names.You can also check your arcade percentage completion and see how many opponents you have and have to defeat.Just go to home menu then status and view rival list.

Defeat all rivals at Club Sega Downtown using the same character data
Once you have defeated an opponent a star will appear next to their name to tell you that you have beaten them before.
You can track have many opponents you have defeated in the home icon on the stats menu.
If the last couple of opponents are not showing up in the arcade, it means that you have to be a higher rank for them to show up.
Keep on selecting and exiting the arcade until the opponent you have not defeated shows up.
The opponents are random so it might take a long while for some opponents to appear.

Sorry to pick your brain a bit so long after you posted this solution however I've run in to a bit of a problem. I'm missing one character for Club Sega Downtown and I'll refresh the page and get a fight with a new veteran every few tries and fighting him does nothing for the completion of this area. Wasn't sure if I'm missing something here or if there's something wrong with the game. Would appreciate any information you could possibly provide!

Errm are you the top rank? You say you keep on finding a Veteran guy are they different or is it the same guy over again? There is not much to say but keep on beating these Veterans until they stop appearing.
