This is the last official tournament in the game before quest mode ends and you see credits.
There is another tourney like this called Virtua Fighter World Tournament. This is the one that shows up after that one.
The arcade is the lower left one in the quest mode screen with all the other arcades.
You get this achievement when you place Top 3 in the tourney hope this helps.

I got 2nd and it did not pop up. The achievement only popped when I won the champion.

To get this play the quest mode and keep on winning... After a couple of fights you will get a message saying the VF Battle Masters tournament has started.
Go on the arcade with the gold swirling around it and get placed in the top 3. You do not have to win to get this achievement

I got to this tournament after 449 wins (had no losses)

The battle master tournament shows up at 328 Winston for me (no losses) and my rank is vanquisher.
