You must get a draw after the end of Time and you get to the Shootout, achievement unlockt on the beginning you must not win the Shootout.

Achievement popped as soon as penalty kick started.

This is for participating in a penalty-shootout.
To do so, set up arcade mode as follow:
Difficulty: Easy
Time: 1:30
Extra-Time: Off
PK: On (you need to choose the number of shots to be taken)
Pass the ball around until "Loss Time", and then let the game end in a draw. You'll automatically enter penalty-shootout. The achievement unlocks upon entering the shootout. You do not need to win.
