Very simple. In the Career/World Tour, amoungst the practice options there will be a Tourney choice also.
You get this achievement after your 1st leg of the 1st Tourney.
Use this option to progress through the game, raising your ranks with each win and on your way to the #1 spot. Typically there is a Doubles and/or Singles option. I appears that your rank raising substantially in Doubles because you are beating highly ranked players (because your partner is also highly ranked).
The Easiest way to find if there is a tourney is to use the Calendar function.

There is a long wait time for your first for a tournament. Try to play some of the court games and some stuff in the academy. There is about a 6 month wait before you can play in your first tournament.
