There's not too much help I can give you for this. You just have to time it right four times but I can confirm the following:
It can only be done in matches. Mini-games don't count so don't expect to get it on the football free-kick mode.
It doesn't have to be in one game. I served two in one game and the next two in another game.
You are best off trying to let this come naturally but if you do want to force it, just use the button but don't hold any directions. It's one less distraction I guess.

i think it might depend on what two games are played as numerous times i got two on my last two serves and two on my first two serves of next game during world tour and it never gave me it until i got all 4 in one game of service

Got it in the last tournament against my rival Tenniel. Did it again in the playoffs tournament shortly after against Federer lol

To try and hit 4 MAX serves in the same game, keep the game going by always letting an easy opponent get back to deuce.
If you hit 4 consecutive MAX serves, the achievement will unlock AFTER completing the match.
If you hit 4 consecutive MAX serves, the achievement will unlock AFTER completing the match.

Some people have found this quite difficult to get as the online serving is somewhat differently timed to the offline. I got it as described in the Roadmap whilst racking up the points on the first Arcade Mode character. Tips can be found HERE.
