How to unlock the The Neighbors master achievement in Visage - Definitive Guide
You can go for this achievement during the Dolores chapter, or any time after completing it, but it's much easier to do it afterwards so no doors are blocked off.
Near the beginning of the game, you will have received a phone call from your elderly neighbor, Rose. The phone is located in the living room near the stairs leading to the progress room.
From there, you should be able to collect the first two pages.
1. On the floor right next to the front door of the house.
2. Downstairs in a walkway room that connects the basement to the garage. The page is in a white drawer.
(To get here, go down towards the basement from the main staircase, turn around at the lamp, walk out the door and straight into this room)
After collecting the first two pages, return to the phone for another call from Rose. This spawns the last two pages.
3. On the floor in front of the TV on the main floor.
4. Upstairs in the closet that connects the parent and daughter's room.
At this point, the achievement should unlock! But I highly recommend that you go to the boy's room to read the comic on the desk. And after reading the book, you can return to the phone for one more pleasant call from Rose.

FYI, I had to collect #3 for #4 to spawn.

Thank you for the solution. I can confirm that it is possible to collect all four pages before beginning Dolores' chapter.

Missable.
There are 4 Neighbor's Pages that you need to collect. These can be picked up at any point AFTER you start your first Chapter. The first two can be picked up in any order, but the third can only be picked up after you get the first two, and the fourth can only be picked up after you get the first three. Their locations are as follows (in roughly the order you'll pick them up):
First Page: Tucked under the front door of the House (this one may not appear right away after you start your first Chapter - you'll pass by the Front Door a lot as you play through the game so if it doesn't show up right away, just keep checking each time you pass by).
There are 4 Neighbor's Pages that you need to collect. These can be picked up at any point AFTER you start your first Chapter. The first two can be picked up in any order, but the third can only be picked up after you get the first two, and the fourth can only be picked up after you get the first three. Their locations are as follows (in roughly the order you'll pick them up):
First Page: Tucked under the front door of the House (this one may not appear right away after you start your first Chapter - you'll pass by the Front Door a lot as you play through the game so if it doesn't show up right away, just keep checking each time you pass by).
Second Page: Head into the Garage from the main house and immediately turn left to find another door. Head inside and you'll be in a narrow storage hall. Turn left with the hallway and there will be a table immediately on your left. The Neighbor's Page is in the top drawer of the table (you'll be able to see it before opening up the drawer).
Third Page: This one is only available after you pick up the previous two. Walk by the phone near the large Family Room/stairs to the Progress Room and it should ring. Pick it up and wait for Rose to speak on the other side/hang up. Make your way to the TV room just by the front door of the house and on the floor, in front of the TV, will be the Neighbor's Page.
Fourth Page: This one is only available after you pick up the previous three. In the shared closet between the Master Bedroom and the little girl's room. On a shelf on the left (if you enter from the Master Bedroom) or the right (if you enter from the little girl's room) will be the Neighbor's Page.
You don't actually have to read the pages to unlock the trophy, but if you'd like to, the comic book they belong to is in the little boy's room upstairs. It's on the table just by the door.
Note: The achievement "The Neighbours" will unlock as part of this achievement.
This achievement will unlock once you have collected all four of the "The Neighbours" comic book pages.

2. Go to the entrance hallway. The first page is sticking out from under the front door.
3. Go to the garage. Where the two doors are next to each other, go into the one on the right which leads to the basement. Inside this passthrough you'll find a white stand with a drawer. The second page is inside the drawer.
4. Speak with Rose on the phone a second time. This will make the last two pages appear.
5. Go to the living room. The third page is on the floor in front of the TV.
6. Go to the large closet connecting the master bedroom and Lucy's room. The fourth and final page is near the floor, under some hanging clothes.
The achievement will now pop!
Note: I highly suggest going to the son's room, where you can read through the comic. It's a very interesting piece of the game's story that shouldn't go ignored by any players enjoying this game!
