Each character's Elemental Plot is expanded by using their corresponding Tonic (Soul Guard Tonic for Val, Wind Oracle Tonic for Careena, Radiant Knight Tonic for Morely, Water Queen Tonic for Palamena, and Wood Sprite Tonic for Julei), and you'll need three of each.
By the point where you defeat Grapplavine in Chapter 4 you'll have naturally obtained everyone's first Tonic.
You'll obtain each character's second Tonic upon beating their corresponding element's Benevodon in Chapter 7 (Fire for Val, Water for Palamena, etc.).
The first two for everyone you'll get via natural progression through the story, while everyone's third Tonic is found at the Grizzly Exchange post-game for 20 Grizzly Syrup each.
To "max out one class's elemental plot", you only need to unlock all the nodes in one class for one character. To do this, you'll need a total of 500 Elemental Points to unlock all 10 nodes (ie the entire row on the Elemental Plot screen), and you obtain Elemental Points through leveling up, converting Gold Clovers, or collecting elementite.
Overall, if you're going for the completion and not trying to upgrade every class for every character, you shouldn't have to actively work towards this at all and should have more than enough Elemental Points (or Gold Clovers, I suppose) to unlock this achievement.

The, Pants, Party
This achievement first requires that you fully expand your elemental plot, so once you unlock Journeying with the Spirits (30G) you will then need to spend enough EP to purchase every skill across a single class for at least one character.
