For this achievement you must buy all of the Watering Can Upgrades from Costolot's and Ivor's shops. There are 5 in total, here is the breakdown:
1. Tin Watering Can (Buy from Costolot for 225 coins)
2. Gold Watering Can (Buy from Costolot for 750 coins)
3. Glass Watering Can (Buy from Ivor for 1,575 coins)
4. Everpour 5000 Watering Can (Buy from Ivor for 2,700 coins)
5. One Pour Wonder (Buy from Ivor for 4,125 coins)

I bought all of them, but it's worth noting I'm pretty sure you only have to buy the last one (if you wait, saves you money).
Also, i'm pretty sure they unlock at levels. When I got Ivor's shop all of them were unlocked except for One Pour Wonder, which I'm pretty sure unlocked somewhere around 36 or 37. Sorry I don't have a specific level, I went through 35-41 in like 20 minutes.

The One Pour Wonder unlocks at level 24.

Unlike the many shovel upgrades that are unlocked by working and performing different tasks in your garden, watering cans are upgraded through purchases.
Costolot's Store provides the Tin and Gold watering cans, while the remaining three upgrades - the Glass, Everpour 5000 and One Pour Wonder watering cans are available from Ivor's Store.
Thankfully, you only need to buy the One Pour Wonder Watering Can (4125 chocolate coins) to unlock the achievement. Upon purchase of the One Pour Wonder, all the lesser watering cans become "sold out", so if you want the information for each watering can in your journal's database, be sure to purchase the One Pour Wonder last.
