After building the Citizen Card, this time you need to collect the wiring diagram, tacputer, and mouse ball - each from it's own vessel location marked on the map. When all parts are acquired, click on the HR computer under Action Item! on the far right side of the workbench.

When looking for these parts, always try to go for the Helm/ship's map first. This will highlight loot on the ship with stars. The biggest star on the map will have the specific part that you're looking for.
