After completing some levels there is a ladder icon meaning you can jet to a row of vessels above/below your current location. Typically the third "row" is considered nebula depth two. Basically, whenever available, try to jet your ship downward on the starmap.

is this glitched? I played for ages going up and down in depth, only just got it on second playthrough
