Ball Disposal Facility is the sixth level available to you after finishing a level on Science Laboratory.
Load up a game with any settings.
Press
x2 to select a fighter for yourself and then 
on the opposing team to add a bot.
Once in the game, pause with
and press on the orange arrow to quit to the menu. This will unlock the achievement. And will also unlock the Mecha Wars level.
