This achievement is story related and cannot be missed.
Later on in the game you will come to the Carnival and in particular a sub-area called Finger's Land O'Rides. Here you will see that all of the power is off and in order to turn it on you need to activate two generators. These can be found in two areas accessible from here by using the cannons scattered around.
Generator one can be found in House of Awfully Scary Things. This is like a roller coaster ride, however you also have a gun and need to shoot targets and enemies in order to reach the generator at the end and stay alive whilst doing so. Keep an eye on your gun to prevent it from overheating and you should have no trouble.
Generator two can be found in the House of Mirrors. If you make your way past the moving floors you will eventually reach a middle area where you fight off with your Evil Twin. To win this boss fight you need to beat 3 waves of enemies and hit your evil twin three times. After beating him, pull a lever and the generator will be activated and, upon returning to the Land O'Rides, this achievement will unlock.
