This is story related and cannot be missed.
After Jimmy's Fanboat Race in the Bayou, you will come across this boss. There are three fans that you have to turn off whilst avoiding debris which is being thrown at you. After doing this, you need to quickly run towards the Hurricane, grapple over to the wind turbine infront of Hannah and then press X to jump up into this and inflict some damage.
This must be performed 3 times, with the debris being thrown at you faster and more frequently with each time this is performed.
After this the achievement will unlock
