The trophy is bugged, this is confirmed on foreign forums.
It worked for me after 15-20 friend additions. I don’t know what exactly helped, but before that I did a couple of things that my foreign colleagues advised:
1. Cleared the list of all sent invitations (Section "Friends" on Vita itself).
2. Turned off the phone on which the PS App was installed.
The trophy still dropped out with a delay, but it did drop out.
It worked for me after 15-20 friend additions. I don’t know what exactly helped, but before that I did a couple of things that my foreign colleagues advised:
