You will likely earn this achievement through natural progression. There are a ton scattered around the entire map and even more in certain seasons.
Arrowheads are small and black, with a white sparkle on them. They also have a kind of white aura around them, as well as a periodic high pitched ringing sound. You in no way have to pick these arrowheads up in the order listed. You will even find arrowheads in locations not listed. I am just listing them in the order I found them in.
1. As soon you gain control of your character, the game will instruct you to pick this one up.
2. Follow the path down to your house, and its sitting on a small rock. This is not far from the previous one.
3. Inside your house on the floor.
4. On the table next to an open notebook.
5. From your house, head down the path towards the lake, and on a rock to your left is the 5th arrowhead.
6. After picking up the 5th one, turn around and go back towards your house and this one is on the ground.
7. Look at the chopping stump next to your house, and next to that is a pair of small rocks and sitting on one of them is the next arrowhead.
8. Go down the path towards the lake again, and before you go downhill towards the fire, turn right and the arrowhead is in front of you.
9. Follow the path where you found arrowhead #8, you should be able to see this one.
10. Follow the path down to the fire and it will be in front of you.
11. Go up to the fire from your house, facing the lake. If you go slightly to the left you can find one in the shallow water.
12. Near the fire should be a little basket and some wood next to it. Near the basket is the next arrowhead.
13. When you wake up the next morning in your cabin, it is on a little shelf.
14. Also sitting by the fire next to the water. This did not appear on the first in game day for me.
15. Next to a path and some bushes, follow the shoreline to the left from the fire.
16. Near a fishing spot. Again just follow the left shoreline.
17. Near Emerson's home next to the big sign that says "To Concord" on some small rocks.
18. On the steps of Emerson's home.
19. Go to Emerson's and then follow the path back home. It is along the western most trail. This is after I talked to Emerson about retrieving his copy of Homer's Iliad.
20. When you wake up and the season has changed for the first time. You will get a dialogue. It is right in front of you in your cabin as you wake up.
Other arrowhead locations: There are a couple along the railroad, one appears on Emerson's doorstep every now and then, during the winter season there are a ton out on the ice, and if you choose to go into Concord on your playthrough there are a TON there.
