So, this isn't a guide at all, just sort of a forewarning. I got what was supposed to be my second to last achievement for Wanted: Dead a little over two weeks ago and this achievement did not pop afterwards. I tried all of the usual steps of restarting the Xbox, clearing the cache, deleting the local save, etc.
What finally ending up working for me is redoing all of the tasks for earning each achievement. I replayed the the required three times, collected all of the collectibles again, completed each specific task for each mini-games, got the thousand kills with guns and melee, and did all the other miscellaneous tasks. And, finally, my achievement popped.
So, if you run into the same issue I did and the Wanted: Dead achievement does not pop for you. It seems the only way to force it to pop, is to do it all again.
