Description is misleading. You need to get 10 kills while YOU are blind. So I went with a similar strategy as I did for the No Scope achievement, going for flanks.
Flashes are available on both sides for 200 CR a round, buy one every round as you will need to flash yourself. Trying to rely on an enemy flashing you and then killing them is not practical. You want to flank an enemy, throw a flash in their direction that you can clearly see, line up the shot and as soon as your screen goes white start firing. The closer you are to the enemy the easier it will be. You may get lucky with afk players but this is pretty rare. If you did it correctly you will see a notification in the top right corner with your name and banner saying you got a “blind kill.” This is what we are going for. I recommend playing on Casual.
On the first round of each side you can afford the auto pistol (third pistol for either side) and a flash. For the rest of the rounds I prefer an SMG because there is a lot of ammo and little recoil for a decent price.
To check your progress from the games home screen go to >Profile > Challenges > Special > Flash Bang Theory. Remember you only need 10.
Anyway this is a very annoying and somewhat luck based achievement but good luck and keep at it.

Dam wasted hours trying to get kills on blind enemies

I don’t think you need to be blinded, as I have 11 progress towards my flash bang theory challenge and no achievement
