This achievement is tied to apparel skins specifically.
Once you earn a skin in the apparel section through progress in the current season or through a loot drop, go to the customize tab on the main menu and select the team that your skin applies to, then equip it under the apparel tab.

I can't believe it, I just needs wins now, I'm level 36, but I've still not gotten a piece of apparel for this achievement...

I must have gotten hella lucky then, since I got an apparel skin as literally my lvl. 2 box :P (and a weapon skin for lvl. 3)
