Finding matches when you are over rank 10 is extremely rare. Even waiting for an hour or two might not get you into a game. There are two different main groups of servers. One for the rookies (ranks 1-10) and one for players rank 11 and above. Less people at higher ranks are playing this game mode. Try going for this before hitting rank 11 if at all possible! I can't stress this enough.
Solution:
This achievement is pretty easy if you can get into a game. It only took me about 15 or so games of playing to get this. This achievement does not require much skill. The most people I have seen in a lobby is 28 or 30, which makes these games quick and it is a lot easier than any other battle royal style game you are used to seeing or playing.
First of all, from the menu go to versus and select battle royal. I recommend running the rifleman class as the ARs are pretty self explanatory, and are easier to use in a variety of circumstances than shottys or snipers. All you need to do is place in the top three. You don't have to kill anybody or do anything other than survive.
You will spawn on the outer edge just inside the circle. My biggest suggestion is to run straight forward. Most people seem to go left or right looking for a gun. Just keep sprinting forward and pick up a gun if it is in your direct path. You will avoid most people from the get go this way, and therefore avoid dying early. From there I suggest that you continue to go into the middle and find an AR. Guns can be found in the light wooden boxes. Avoid any of the supply drops, as they tend to draw attention, and you have a much higher chance of dying the closer you are to one.
There are tons of OP camping spots and I wouldn't feel bad about using them. Just sit inside a shack or one of the train cars and wait for the number of survivors left to keep dropping. Don't get caught out of the circle as it will drain your health very quickly. If you see shooting on your radar it is easier just to avoid it. Ammo is scarce, so I recommend trading your gun for one that has a full clip at every opportunity you get. People that you kill will not always drop their gun, as you can only use guns in your class. This is another reason rifleman can be helpful as most people run it because it is the default.

Do you know how many players are needed to start a game? Every time I search, I get nothing.

The other solution is beautiful, and helped me quite a bit in earning this one. However I wanted to point out, if you hit level 11 and can't find any matches, start server hopping. I had actually had much better luck finding these matches on the Hong Kong server.
To switch servers simply hit on the title screen and select a different server from the one you're on. You might have a high ping on the other servers, but it's better than not being able to find a match at all.
If you're in the main menu of the game, to get back to the title screen, simply click on "quit".
For reference I was very consistently getting into Battle Royale quick matches on the Hong Kong server from around 11 AM EST until I stopped playing around 2 PM EST.

At the time of writing this, crossplay has been brought to Warface and it is no longer a problem to find matches even at higher ranks (at the moment I'm rank 26 and I find matches easily).
However, I would advise to go for this achievement at a lower level. As long as you are below rank 25, you will be matched against players from rank 1 to 24. As soon as you reach rank 25, this will no longer be possible and you will be matched against ranks 25 to rank 90. The reason you want to avoid this is because it's more likely that players with higher ranks have better equipment, knowledge of the maps and generally more skill.
To add to the other guides: Choose the rifleman class and start a game of battle royal. At the beginning, run straight ahead towards the middle of the map, picking up weapons that are along your way (they are in the wooden boxes). Don't go left and right too much, chances are you will meet enemies.
Once you found a good hiding spot stay put and resist the urge to kill enemies that run past or are shown close on your mini map. If you engage in a firefight, others will see your position on their map and might come looking for you. Let your enemies kill each other because they really do. I've won matches having killed only the other guy that was alive with me at the end.
Once the wall gets closer, you might need to move again, depending on your hiding spot. Wait for the wall to be very close and keep it at your back, it protects you against anyone from behind because they'll try to stay in the circle and have likely run past you already. At this point, there should only be around 5 people left, maybe less. Be cautious while moving on and once there are only 3 people left, you are in the clear, might as well try to win this match now.
