Not as difficult as it seems. As an Engineer, equip the armor with 
and walk up to a teammate in spec ops. Restore armor on your teammates with

Once you unlock the enginner class play some co-op missions and just keep giving armor to teammates. You can check your progress by going to profile then classes. The armor restored counts when you give armor to yourself and others. So the amount will be over 10k if you do that.
