Since I am writing this as a person who surpassed level 24 and reached 25. Searches may vary depending on which level group you are in and what time of day everyone is searching.
1-24 may or may not have a good chance of finding Capture/Domination game modes unless you are lucky and the players vote to play the game-mode, though some may leave due to not wanting to play that game-mode making the lobby a bust.
As of writing this, I'm finding a game very rarely and only one game an hour, especially Domination.
Capture:
One team defends the bomb while the other team attacks to defuse the bomb.
One Life per round(Medic can revive teammates).
Roles are swapped every three rounds
6 Points to win/2 points ahead.
Domination:
Two teams clash it out to hold points.
More points held = more points to score.
1,000 points are required to win.

I've had an instance where I would be put into a game after 5-10 minutes of searching. But other times it would surpass an hour. it's luck and likely best to play TDM and vote for Domination as it's not a hard game-mode to play but people tend to leave if they don't like it.

The game type is dead. But capture, plant the bomb and blitz are all apart of the same pool. So if you get into one, you’ll be able to vote for any other at the end of each game. Plant the bomb is the most popular. So I’d search for that everyday first. I usually found a game around noon-5pm central time.
