For this achievement you need to earn $10,000.00 cash, this is quite simple because it's 10k cumulative, and not 10k in your wallet so-to-speak.

So, if you earn 2k and spend it and then ear 5k and spend that, you're left with only 3k more to go before you've earned the achievement.
