Velocipods are large dragonfly looking creatures roaming around the Cambion Drift at ground level. To ride them, all you have to do is approach them and press X. They are not hostile, so no worries there. They have no lures, but do seem to have a few decently reliable spawn points and they typically spawn in groups.
My farming spot is to towards the coast by the Cerebrum Magna and about halfway to the Actuary. I've been reliably finding groups of two or three by the coast south of Infested Seraglio. Once you find them, ride and then capture each one. (It will not count more then once per even if you ride it multiple times.)
Important notes
You do not need to leave the map to get them to respawn, but it may be faster to run a route, go back to the hub, and repeat.
It also appears that going into the Drift with a bounty active decreases the chance of wildlife spawns significantly. Best to not try and multitask while going for this.
Edit: As Mr. Whiteshirt pointed out in the comments, the tranq gun doesnt highlight these guys (as of right now) so it is only useful for the zoom.

There are 3 colors of the dragonflies, but the “white” and the “green” ones both looked like shades of neon blue. The “purple” looked like a Barbie pink. Very hard to miss.
Initially flew around for 2 hrs trying to farm them out. Only found 6. Then decided to rezone after each lap and scooped the last 14 in less than 30 mins.

Also, there is correlation with the worms and which ones spawn and where. So once you find a spawn, rezone and it will probably be repopulated unless the giant world worms switched.
Lastly, set your world / instance to solo / private so you don’t have to compete with other players hunting for them.
