The quickest way to level a weapon is to play Survival or Defense missions. Only keeping the weapon equipped you are leveling can make it go quicker.

For all melee weapons I highly recommend stealth attacking Eximus level enemies to quickly advance. You will see your rank meter jump dramatically with every one of these kills. I went from rank 0 to rank 3 with my first stealth attack.
