I agree, the largest deposits that I found were on the Western area of the Plains near the big base on the water (not to be confused with the one with the flag). Although, I don't know if this has changed or not.
EDIT: Big addendum. The first cave on the immediate left upon entering the Plains (near the first lake) has one of the largest mother lodes I've seen. At least 20+ mining sites in that one alone.
