I reached max rank with the MK1-BO staff but my achievement is stuck at 90%. Any ideas?

For all melee weapons I highly recommend stealth attacking Eximus level enemies to quickly advance. You will see your rank meter jump dramatically with every one of these kills. I went from rank 0 to rank 3 with my first stealth attack.
