This is achieved by failing the Unit Duplication event using your commander as the target. Unit duplication is unlocked in the Conquest Unlocks shop (the gold chest on the campaign selection screen) and costs about 25 starshards total to unlock, first by unlocking Dark Mercia (10 gems) then Potion Trader (5 gems) then Unit Duplication (5 or 10 gems). Gems are earnt by doing Conquest runs and killing units, with (mini)boss kills guaranteeing up to 5 gems

While in a run, go to the ? event tiles until you find a Fahrii mage offering to duplicate units. Place your commander on the indicated spot (inside the leftmost pentagram) and select yes when prompted. Your commander will then either be killed (which will unlock this achievement) or duplicated

As it has been pointed out this is unlocked in conquest mode. In order to get it easier when playing on pc, if you wait till he says annnnd then you find out your results if you right click and close the programme from your tool bar it will reset the event. I did it about 5 times before I failed. hope this helps people get it much easier.
