With the Double Trouble update, this achievement requirement has now changed, but for the better. You now need a total of 163 stars to unlock art pieces 1 through 75. Upon unlocking the 75th piece, so too does this achievement unlock.
You'll still need the 200 stars for another achievement, but at least this one comes earlier than before.

Sorry for the late response. Originally, you had to obtain 200 stars to get this achievement, and:
When the Double Trouble update was released, the gallery got extra pieces to unlock as a result, however, the trigger for this achievement was technically unchanged. You need to unlock the original 75 art pieces to get this achievement now, rather than unlocking every piece, and as the star requirements for the art has decreased as a result, this achievement now comes much earlier than it did before.
Thankfully, getting 200 stars is somewhat easier now with the extra campaign, so no more having to run through every arcade on hard. You'll still want to do hard clears just incase you're not planning to A-rank the new campaign, but thankfully arcade is still mostly cheeseable with the old video guides.
