From the Main Menu go to Custom Content and then Share. This will list all of the available downloaded maps separated into browsable categories. Find one you like and download it.
I found a small 1v1 map just for the speed factor, it was named Tiny 1v1. After it is downloaded I boot it up in Multiplayer and the achievement popped during the match. You don't have to win.
However, if you win you'll also unlock Cordial Commander for winning a Skirmish.

You have to go to online or local play, to play the downloaded map.
You can use one controller in local play, then have player 2 quit. You win

^I got 3, the skirmish one also popped along with the online quick play one.
