An easy way to get this is in Puzzle Mode.
To unlock Puzzle Mode you need to finish Act 3 in the Campaign (Side Missions not necessary). In Puzzle Mode, you will have a commander with their groove ready to use right away, with no need to charge it. Just select your commander and use the groove then resign to return to the menu. All puzzles are available to try from the list, no unlocking required.
These are the puzzles to do to use every commander's groove:
Mercia - 6
Emeric - 4
Caesar - 3
Sigrid - 1
Ragna - 2
Valder - 9
Greenfinger - 19
Nuru - 15
Sedge - 5
Koji - 11
Ryota - 7
Tenri - 16

worked great, thanks. took me a few minutes to figure out how to use Ryota, she does a blade dash attack.

This achievement can be done in local multiplayer (solo), Before unlocking puzzle mode (beating act 3 in campaign)
I picked a 2 player map and picked 2 unique characters for Player 1 and Player 2, used their groove, resigned game, repeat.
Keep pressing start and ending turn to charge up the characters grooves. (There are a couple grooves that only work on allies or enemies)
For me I didn't use Errol & Orla and Vesper and the achievement unlocked (the last 2 characters)
