Reminder, after bringing up a grenade using 
, aiming the throw with 
causes the grenade to be thrown underhanded, which doesn't give you very much distance. To get more than 40 meters, make sure you aim with 
instead to throw the grenade overhand. It's a bit unintuitive as you almost universally aim using for everything else in this game (and most other games in general) but once you see it in action you'll understand.
In short: to throw overhanded, bring up the grenade with, hold and use the new activated guidelines to aim your throw, then let go of to throw.
Personally, I got this achievement on the Scriptorium level -- during the final event, while the intel was being written (after the investigation part) the was a Sniper shooting at us from the floor below the scriptorium automaton. Threw a grenade down at him, achievement unlocked.
(NOTE: you may need to have either the basic stun grenade or the upgraded Stunstorm grenade (left branch of the grenade traits) to get this achievement. I do not believe Immolation grenades or Blades of Faith count. I unlocked the achievement with the Stunstorm selected.)

Clip above of me getting it. As you've said, make sure it's RT that you use to throw the grenade. Marking the enemy is very useful as well to know how far away they are.
Throw the grenade above to give it some height and run away to give yourself more distance. That should get you achievement (recommend friends as well-randoms will shoot the sniper!).

I finally got this on Malice during a Maelstorm mission that spawned a lot of Sniper specialists. I just hucked a grenade everytime I saw more than one targeting laser (unfortunately there was exhaust venting so visibility was very limited) and if a teammate marked a Sniper. It still took over a half dozen tries (either I’d miss due to not being able to see or team killed it before the grenade went off) so I had to suck up every grenade resupply that popped up in a chest. I guess the other option would be a private match with players trying to help you get it.
Having elevation on the Sniper definitely helps with the long range throws.

One small trick that worked for me was to throw the grenade at the sniper from about 30-something metres, and then run away to more than 40 meters before the grenade hits, and the achievement registered.
