You unlock the Kastelan Robot at level 30. Make sure your weapons both have the three slots for summoning or else it will not appear in your next mission. It behaves like a companion, not a construct, so you can't build one it just spawns in when you do.
After that, it's just a matter of letting it get to work killing everything for you.

You can customise which slot it occupies by using the construct console on the bridge (next to the stasis console). Bind it to the first slot and you'll always have it available no matter what equipment you're using.
