For me it unlocked when choosing a mission, hold LT then choose third mission giver down which is Khepra. Complete the third Khepra mission and you’ll gain this troop type to use, as well as the achievement. Khepra wasn’t available until I completed the first few missions.

Unfortunately it's not as easy as that. every new game, the rewards for all missions randomise, so weapons, items, troops unlocking, troops upgrading ect all get muddled up. My ruststalker unlocked in Tiresus Missions on my runthrough, then in Scaevola 4th mission, the second time around. apologies for ruining your solution, but wanted to let you know/help
