This is a companion quest called "Rat Hunting." It occurs during Act 4 in the Footfall Sewers. Jae will be quite clear that she prefers you stay out of sight while opening some valves.
The mission is fairly straight-forward: Move around the map without being spotted by patrolling guards. I highly recommend unlinking one party member, preferably someone with Tech-use to deal with the handful of skill checks.
*THE IMPORTANT PART* The guards are rather weak (at least on lower difficulty) and sniping them unseen does not void the achievement. Happy hunting!
