Pretty sure this is bugged at the moment.
Spoilers for the beginning of Act 3.
After you wake up in the pile of bodies following the "trial," nearby you'll see an Ugly Begger that you can talk to. If you choose the top two options, begging him for help, he'll attack you and your character will automatically kill him. The achievement popped for me as he fell to the ground. No boots were found, mentioned, or harmed in the making of this dialogue option.

It seems that one of the recent patches has fixed this one. You still get it the same way, but the dialogue now mentions the boots and you get them back when you kill the beggar.

There's a passive perception check that if you succeed it has you notice he's wearing your boots and you can talk him into handing them over without killing him as well now, that wasn't there before.
I noticed the fix cause I got this before they fixed it but died without having saved before it, and when I came back through it again it's different.
